I have a PC that works great, as long as I connect to the internet immediately upon turning it on. If I wait a few minutes and then try to connect, the dial up networking connects to my ISP but when I try to get my email it can't find the mail server. If I reboot the machine and try again immediately, it works fine.

To try to narrow things down, if I just turn on the machine and do nothing for 5 minutes and then try it won't work. So it's not a matter of some other program causing the problem because no other program was run.
It's not a matter of something overheating because with a reboot, whatever is too hot would not have had time to cool down. Also, on occasion when I lose the connection and get the reconnect message, it usually works.

Any ideas would be appreciated.

I had a similar problem with my ISP, only it was whenever I tried to get into the newsgroups. My machine couldn't find the newsgroup server. I use Outlook Express and I ended up getting into the account properties and changing the account name and the server name to the address of the server. (xx.xxx.xxx.xxx instead of net.news.etc.) That took care of my problem. Apparently I can find it by number but not by name. Go figure.
