One reason for the cheapness is that the USPS will NOT return it if it is refused or undeliverable. They will trash it (or sell it).
If you use BPM, make sure you mark the package RETURN POSTAGE GUARANTEED

I just had 2 BPM returned to me. However, the clerk did tell me that it would not be returned. She made it sound like she just received the notice.
