The highest bidder from an auction that closed last night asked if she could back out of the sale. I agreed and am about to file for an eBay credit.

As I understand eBay's instructions, I must first wait until 7 days after the close of auction and then file a Non-Paying Bidder Alert. Then I must wait an additional 10 days before I file the Final Value Fee Credit Request Form. Is that right?

Nope.

Just wait the 7 days and fill out the NPB alert-- choose "Seller and Buyer mutually agreed not to complete the transaction."

You'll get your credit immediately, without having to go through the FVF procedure later. Your bidder will get a friendly email confirming that the transaction was voided by mutual agreement. It's not a black mark on the bidder.

But once you file the NPB, you are free to relist the item at any time. You don't have to sit around the remaining 10 days before you can resell it.
