I won this video tape from this seller, it is one of those rare OOP videos, for 25 dollars. I sent payment promptly via paypal, but his replies where suspicious for me. Despite having 65 positives, he seem to write like a youth, and for someone with such high numbers didnt want to accept my paypal first. Reluctantly he did.

OK, 12 days later, you would THINK my tape would have arrives, but so far, no. Then I get a email from him saying "did you pay for this yet? If you haven't, I will report you to ebays for being a deadbeat and blacklist you!". So I emailed him my paypal email showing him I paid, and I got a little mad at him saying "if you don't mail the item soon, I will have to file a fraud charge against you via paypal and ebays". Again he replied, like a high schooler saying "chill, why so harsh, I had a death in the family, so thats why your package is delayed. sorry." Which contradicts with his earlier statement.

Then I get another email from him, 12 hours later saying "Are you sure you want it? I want to keep this item now, so I dont want to sell it to you anymore, so let me refund you, OK?"!!!!

Can a seller do this? Does anyone know what ebays policy against deadbeat sellers like this? I am a seller as well, and I believe once the item sells, it is sold. I don't think a seller can change his mind once bidding ends, correct? Please let me know what to do with this seller.

Basically, eBay lets deadbeat sellers do whatever they want. Unlike their deadbeat bidder policy (4 NPBs and you are NARUd), sellers can have hundreds of negs and continue on their merry way.

You could leave negative feedback but you would likely get a retaliatory.

You could remind him that the transaction is "binding", but he doesn't sound like a reasonable (or intelligent) person and will likely not care anyway.

Accept his offer of a refund and cross your fingers hoping that you actually get it. AFTER you get the refund, leave a neg if you're willing to risk retaliation. But DON'T neg until you have your refund in hand (er, in your PayPal account).

Can you not do a charge back and that would freeze his paypal account? Of course, if he doesn't know how to use his paypal account, then would that even matter to him?

Realize you have a "head case" here, get your refund, and move on. No tape could be worth the possible endless hassle with this nut. Personally, I'd report him to eBay - along with all of his e-mails.

I'd also notify PayPal, and send them the e-mails. They may not do anything, but they may flag his account as a nut, incase someone else has a problem with him.

I agree with the others, get your refund, THEN report them to [email protected] , then neg the goof.
