This morning while cerating an auction, the shipping options and payment options are located at the top of the listing page. This items have always been located on the bottom. Thsi is where I prefer it and I didnt change anything to cause this. Any ideas?

No idea why this is happening, but you may want to consider posting this to the AuctionWatch Services forum. You may get an answer faster.
