A friend of mine won an item for $260. He went to pay with PayPal. They wanted his checking account number in order to complete the transaction.

Why do they need his checking account information when he wants to pay by credit card?

PayPal is not a mechant account provider. If you want to make purchases with just your credit card, you should buy only from vendors who have a real merchant account. If you want to buy using PayPal, you have to play (pay) by their rules, whatever the rules may be this week.

You will see the answer to your question in our Terms of Use:

"Unverified users are limited to $250 of spending until they confirm an email address and checking account."

Your friends purchase is $260 which exceeds the $250 spending limit.
