I had for file a FVF after weeks of waiting for the payment. He kept telling me the payment is in the mail, When it never arrived
he sent me his credit card number and it didn't work. When I filed the FVF he became NRU. He wrote to me again and said this time he would really send the payment. He is in Japan and it took more than a week. He is telling me that I am the only one who can get him back on the Ebay. I went to contact Ebay to let them know I received the payment. When I enter the transaction number Ebay doesn't recognize the number. The error message I get says that the transaction number is wrong or the warning has been removed.
The original transaction took place in March and the FVF was filed in April.
I do not know what to tell this person. There must be other reasons Ebay will not let him back on.

I've had this happen two times. Both times I wrote to eBay customer service and gave them the auction #, the date I filed the FVF, and the date I rec'd payment. I let them take care of it from there.
