I had an auction close with a winner who I couldnt reach via email so I requested contact info 3 times and never got it from Ebay. The winner did email me but when I emailed her it just kept bouncing back to me. Nevertheless...I was never paid.

It's strange that you didn't get any contact info from ebay. They normally send it within minutes and of course, the bidder gets yours too.
Try going to the auction page and emailing from there. Also write to safeharbor about the contact info not reaching you. You are using the same email you registered with right?
If all the above fails, file for final value fees and put as the reason bidder could not be contacted, if that is a reason.
