Let say I had a widget up for bid and in the item description say, One Widget up for bid with an option to buy extra widgets for $10 each at the end of the auction. Would this be a technical fee avoidance situation?

nothing very "technical" about it. Its, no doubt, fee avoidance. Why not make it a dutch auction?
