I can not believe PayPal's sorry Buyer's protections plan. I won an ebay auction for $290. ebay's insurance came in my favor. I received $175 back from ebay. I expected $90 from PayPal. After waiting 40 additonal days, PayPal finally contacted me. They said they found the seller at fault too; however, since the seller had $0 money in his account they can't get any of it back!! What?!? What kind of stupid "Buyer's Protection" plan is this?!? It's like asking a thief to leave his money around so the police can find it.
This is retarded. PayPal probably suspended this guys account so he'll never be able to money in this account. PayPal SUCKS!!!

Personally, the only huge blunder I see is that PayPal was stupid enough to have had instituted ANY form of either BUYER or SELLER "Protection" Plans!
They should have stuck to the original idea...one person sending moola to another!
If your trading partner is a crook, how is this PayPal's fault?? I've never understood this logic! If you had sent a p-check, would you yell at your bank?
Go after the crook, not the conduit! Although I think there are a lot of problems with PayPal, it seems to me that folks want PayPal to protect from crooks -- I just don't see how this could ever be possible; nor do I believe it is even DESIRABLE!

If you paid by CC you can do a chargeback.
If you paid another way you can file fraud charges against the seller.

You would have more luck talking to paypal damon on the paypal board. They are over at the aw partner service site.

I had a similar problem with an item I purchased. The seller didn't ship and finally I demanded a refund. PayPal ultimately said that there was no money in his account and as a result, their hands were tied.

I was the victim of an eBay, Paypal fraud for $2243.50.I am happy that I got my funds back from Paypal and also from my UK credit card company. Please be assured that I did not claim this fraud twice. There are issues relating to $=£ exchange rates, but I will let those rest.
