I can't tell if it is my connection, my ISP or something else. My phone has a lot of static, I keep getting cut off from the internet, and my connection which is supposed to be 56K is coming in at 26400bps.
I just wonder where the problem is. I would really appreciate any help or advice.

Could be a few things:
1. your ISP. Many ISP's have trouble handling the extra user load on Sunday nights. This would explain why you aren't getting a full 56k connection. If you keep getting cut off, and then get a busy signal when trying to log on again, this could be it.
2. the weather. If there is a storm anywhere between you and your ISP, this can affect the signal.
3. line noise. This can be caused either by a problem with your interior lines or with the outside phone lines. Call your phone company tomorrow and they may be able to run a test to find out which it is.
I used to have this problem every Sunday when I had dial up service. Now I have a cable modem, and can't believe I lived so long without it. I highly recommend a cable modem for those who are not in a DSL-available area.
