It appears that high bidder is not making any contact w/ me to honor his/her high bid. I wanted to email second bidder to find out if they wanted the item. I notice now that ebay sends out a form letter to sellers that warns them not to sell outside of ebay, blah blah. This form letter is something new as far as I tell. So, does that mean we are not allowed to contact underbidders any longer to find out if they want the item?

You may still contact the under bidder if the high bidder does not purchase the item. You cannot, however, contact the under bidder if the high bidder follows through.

The underbidder, of course, is not obligated, and may not WANT to enter into a transaction this way, since no feedback can be left, etc.
