I was looking at my account history at paypal and noticed that the fees have jumped. Most of my auctions close at under $15 so it's quite noticable.
Effective June 30, Paypal fee went from .30 for transaction $15 or less to 2.1% AND .30. This means a payment for $10 went from .30 to .51.
I don't recall being informed of this. Did I miss something?

Yes, they had another fee increase. If you think that's bad, another one is on the way starting July 14.
If you don't sell close to $1,000 per month through PayPal, or have not been a member for over three months, your fees will increase from 2.2% to 2.9% on this date.

This was the "simplification" that we have been raving about for months. I don't believe they sent out an email about it. Even if they did, their use of the term simplification probably didn't tip you off to a fee increase. Rather like how amazon has "reduced discounts" on some of their books.

Has anyone tried making PayPal match the FREE transactions that PayDirect offers, or the 1% that c2it charges? They claim they will allow Merchant upgrade if you can provide proof of a competitive offer from another merchant provider.
Oops. I just realized it said a "competitive offer". PayPal's 2.9% or even 2.2% isn't even "ballpark competitive" with PayDirect's 0%, or c2it's 1%, and so they don't have to allow you to upgrade.
