Hello Folks! This is not a new topic, but I guess I've not paid attention in the past. Bidder won item - wanted to pay via PayPal - is not verified and does not have a Confirmed Shipping Address - only joined PayPal the day payment was attempted. This person has zero feedback and shades - registered with eBay the day he placed bid on item. All/some of this could be explained I suppose, but high bidder would not respond - I denied the PayPal payment and sent an e-mail that I had done so and listed the reasons why. Gave person a deadline - which actually has turned out to be one more day - and still have had no word whatsoever. I now would like to offer the item to the second highest bidder. What do I need to do to do that? I can't cancel the winning bidders bid - can I, since the auction is over? Thanks for all your help once again!

you can't cancel a winning bid. If the highest bidder hasn't responded to your email for payment in a few more days send an email to the second highest bidder.Just because the person is new does not mean they are not going to pay.

You were new once. or wait, by the sounds of it, maybe you still are

I don't think contacting the second bidder is allowed per ebay rules. You will probably have to wait the 10 days or whatever ebay says it is and if you don't receive payment file a non paying bidder and relist.

New eBayer wins auction. Your auction presumably says you accept PayPal. So the guy/gal signs up with PayPal and pays. Or tries to pay, anyway.

And you don't accept the payment? Cuz of the shades? Or cuz his shipping address didn't match his CC address?

There are many legit reasons why the addresses don't match. It's your choice to accept or deny payment, but it's not your choice to blow off the bidder. You entered into an agreement to sell to the high bidder, and you have to allow him a reasonable period of time to pay.

Sounds like the email may not be connecting. Pull the contact info, and give him/her a call. 99 times out of 100, you'll be reassured that it's a legit buyer, and you'll resolve a misunderstanding that can snowball into a nasty transaction (and negative feedback). If you don't wanna do PayPal, let him pay with whatever other means you specified in the auction.

Don't contact the second bidder at this point.

I suppose it all depends on the sellers TOS, doesn't it? Perhaps their TOS state they will only ship to (0) feedback bidders [that want to pay via PayPal] if they are verified?

FYI - You can sell to the second highest bidder anytime that you like. You can also relist an auction anytime you like.

I have a high bidder with 80+ feebdack & 6 days later I still haven't received a response to my EOA email. No worries, yet.

As far as the NPB policy ........

Request your Final Value Fee credit if
you've:

a) Filed a Non-Paying Bidder
Alert 7 days or more after your listing has
ended and

b) Tried unsuccessfully to resolve things with your bidder 10 days after you've filed the Non-Paying Bidder Alert Form above.

Your refund will be credited to your account within 48 hours.

Thank you all for your comments. Yes, I do accept PayPal, however, in my "Winning Bid" Letter - I state PayPal accepted if buyer is Verified and/or Shipping Address is confirmed (I think I will add this in my TOS in the auction itself now) - there are other payment options available - BillPoint, Money Order, Cashier's Check and Cash (not recommended - at their own risk) . On this transaction, buyer was not verified and shipping address was not confirmed. I asked that he please make payment via Money Order or Cashier's Check. I also told him I would wait for his reply. He replied and his explanation was very reasonable, I advised him to please re-submit PayPal payment, he did and this time I accepted it. Just because someone has "shades" does not mean that I will not sell to them - I have sold alot of things to folks with "shades". Item will ship tomorrow and as far as I know and am concerned, all has turned out well. All it takes sometimes is patience and understanding - which I have both of. Oh, by the way, regarding actually cancelling the bid - in doing some research, it appears that once the auction is over, a bid cannot be cancelled - however in reading information on FVF, it appears that I can indeed sell the item - to the second highest bidder - and then, if I want, I can file a PARTIAL FVF - says something to the effect of "sold item to another person at a lower price" - so, this tells me that "Yes, I can sell to second highest biddder" - if I'm incorrect in that, I'd like to know in case I do have to do this in the future. I am sorry, I thought you couldn't sell to the second bidder after the auction was over. When you try and email them ebay adds a little thing to email stating "In addition, solicitations to buy or sell items outside of eBay violate eBay rules and are not covered by services that protect members such as feedback, insurance, escrow, and dispute resolution. If this is an offer to buy/sell items outside of eBay, please do not participate. Enter the following link into your browser to learn more. Link: http://pages.ebay.com/help/email_info.html" I just thought that a nonwinning bidder was "outside of ebay".

Good Morning All! I've not ever sold to the second highest bidder or anyone else like that before, however when doing some "research", in the FVF "claim" area, there is one that says, "...sold item at at lower price", which would allow one to get PARTIAL FVF. To me, that says it's OK? Why would they offer that option on PARTIAL FVF then? I hope I never have to use that option - to date, either all of mine have been successful or else been total deadbeats and then I'd file for FVF and relist the item. Edited to add: seems like you are not soliciting outside of eBay, as you have already been "charged" by eBay for selling the item, you are just getting it at a "reduced" price because you didn't sell it at the full auction sale price to the highest bidder = you are still going to pay eBay's charge for selling the item, once again, eBay is still getting their money, but at a "reduced" fee/charge / seller is not filing a FULL FVF. Probably if I ever have to do this, I will ask eBay to make for sure it is well within their rules, but once again, I don't see why they would offer PARTIAL FVF as an option...Comments?...

OOOPPSS! - I think I found "it" after doing more "research" - it appears you can get PARTIAL FVF, IF you sell item to high bidder at a lower price...(not if item is sold to second highest bidder / at a lower price)...Thank you all for getting me straightened out!
