Hello All,
I havent posted on here in a long time, took about six months off from auctions, but need some advice.
I received a Paypal payment tonight with a message worded a little different from comments I've seen Paypal make about "unverified" users. There were two quotes that surprised (or concerned) me, they were:
"The sender did not include a Confirmed Address with the
payment. This transaction is pending until you choose to accept or deny
the payment."
And again at the end of the email was:
"In order to be covered under PayPal's Seller Protection Policy, you are
required to ship only to the buyer's Confirmed Address. To
help you manage your risk, we have given you the ability to deny payments
from buyers who choose not to share their Confirmed Addresses."

Now its my understanding to get an approval code for a credit card charge (this would be done by Paypal) you have to have the address or at least the zip code.
Also the second quote gives the impression the customer did not disclose their address, but the shipping address was right there in Paypals email.

Does that mean the shipping address that Paypal gave me does not match the credit card billing address??
Maybe I'm not reading it right but I definitely want to know if that address matches the credit card before I go shipping merchandise to it, particularly with a vague "you're on your own" note from my credit card vendor.
Any help would be much appreciated,

Cozmo

I'm not sure that this answers your question, but I'm a verified paypal member that does NOT have a confirmed address and it causes me major problems whenever I try to pay with paypal.
I am verified through a bank account and when I purchase stuff I make payments with funds either throught that bank account or recieved through payments.
The problem is the only way paypal will give someone a confirmed address is if they provide a credit card number. I am not willing to give my CC number as a form of ID (they have enough info on me!).

I would check the email to see if they are paying with a credit card or other funds. If they are NOT paying with a CC and are a verified member I wouldn't worry.

I agree with BlondeSense...

If it is a NON credit card pmt you are pretty safe. There are legitimate reasons for the customer to not have a verified address as was mentioned, but if they are paying by credit card and don't have the verified address I'd be extremely leery. Especially if it is a high ticket sale! You could very easily be hung out to dry because if the credit card is stolen it will end up being charged back and you will be s.o.l.

I have not had any problems with this. I usually Accept the payment and proceed with processing the customers order. Many buyers want items shipped to different addresses than there confirmed address.

The problem can be that, if you don't use the address PayPal considers 'confirmed' or 'verified' and there is a chargeback you will NOT be able to recover your loss. I had this happen with a stolen credit card and know others to whom this has happened, so I would just recommend exercising caution.

I try to ship to Verified Buyers, even though they may not have a Confirmed Address - just like the reasons that have been given here, but every now and then you'll get one that Not Verified and Not a Confirmed Address - then I have to stop and think about it. When this happens, I send the buyer an e-mail. Usually if they respond, it seems to be legit - if not, they usually don't waste their time responding. Also, click on the accept button (clicking it on does not mean you'll accept payment - there's still one more step) - it will tell you there how long the buyer has had a PayPal account and some more information. Then you'll have to make your own decision.

One nice thing is paypal now tells you how long they have been online and how many transactions there are. I seem to be getting this more and more, I just accept them and move on.
