I received a payment thru paypal that wasn't my transaction...I obviously will send the money back to the buyer...but this mistake has cost me .45 from paypal...should I deduct the .45 when sending payment back to buyer? This buyer did buy something else from me and has already paid.

Just for me, but I occasionally eat slight losses in the name of good will.
I would mention it when contacting the buyer, so they do know that there was a fee involved, that way you get the "attaboy".

Depending on the amount involved in YOUR sale to this buyer, I'd be tempted not to "punish" the buyer. They would think well of you if you just took care of it, and might come back to your sales more readily. Some might say, "45c is 45c, get it back." But I would err on the side of some good PR. jmho
