pwolf: Either way, the bidder will get the NPB ALERT... but if you choose the "mutually agree" option, they won't get the Official NPB WARNING (which is the permanent NPB tick counted against the account).
So you might need to explain to your high bidder that they'll get a letter from eBay regarding the fact that you have filed for Final Value Fees... but they WON'T be receiving an Official NonPaying Bidder WARNING.

Well I filed for one of these today.
Here is a copy of the letter your bidder gets when you file for NPB using the
"Buyer and Seller mutually agree..." option.
Subj: No Purchase eBay Confirmation
Date: 7/18/01 2:47:15 PM Pacific Daylight Time

Dear xxxxxxxx:
Congratulations on your recent winning bid for "Auction Number", "Auction Title". Your seller, honestjonstoys, has contacted eBay. We've been told that you have decided not to purchase this item.
If this is correct, do nothing and enjoy your time on eBay. However, if this is not correct (you have purchased or intended to purchase this item), please tell us by writing to [email protected] and include "Not Correct" in the subject line of your email.
