Yes and no. Generally, ebay doesn't allow it. But, there are several exceptions, for example if you link to a page that includes further description of the product or to a further explanation for your terms of sale. These are exceptions ebay has made to placate their larger customers.

I've found links in the auctions of small sellers too, I think that it's a matter of someone reporting the violater.

Yes they will cancel that auction. I do not believe they activly look though. It is mostly a matter of being turned in or if they just stumble over you. So it is one of those rules that only applies if you get caught.
