That's a tough spot to be in.
Maybe you could ask the other bidder who emailed you if they could give you some time to see if the winner intends to pay. You could also email the winning bidder & tell them they must reply within 3 days or the item will no longer be available.

In your listing and EOA how many days did you give them to pay? Not pid by then, file NPA and sell to the other guy. I would only email the -3 guy after the NPA was filed and the other guy agreed to pay. I would simple say something like -
Your payment was due on XXXX and I have not heard from you. The contract is no longer valid. Thank you.
Do not mention you have another buyer, he can turn that in to ebay and cause you problems.
When I have a -? winner I do my NPA on the day the payment was due. You never hear another word from them. However, I have had many of them pay me on time!

If you neg'em for not paying, will that make a -4FB automatic N.A.R.U. resulting in the loss of their entitelement to leave you FB??

If he hasen't contacted you then I would file a NPA now. Then contact the other buyer and inform them that the item will be availabe if the person dosent contact you within three days.
I just ran into a similiar situation a few weeks back. I have clearly listed in my terms of sale that bidders with negative feedback are ineligible to buy regardless of bid amount. (if you have not yet put a line like this in your auction, you may want to consider it.) Regardless of this, some bidder with -2 feedback won an auction of mine. I immediately received an e-mail from the 2nd highest bidder indicating that he had noticed the high-bidders poor feedback rating and offered to purchase the item from me at the same price. I contacted the -2 feedback bidder and told him he could not buy the items and pointed out my terms of sale (later talked with him on the phone and he stated that he hadn't bothered to read my terms... no wonder he's got negatives!) The 2nd high bidder was very happy, and got the item he wanted.
Unfortunately, your situation may be slightly different. If you don't have a notice in your auction that you will not sell to negative feedback bidders, you should probably give the bidder a chance. However, I would strictly adhere to whatever time-period you state that your payment must be received by. If it does not arrive by that date, nullify the deal and start negotiations with the other person who contacted you.

I used to state that I would not accept winning bids from neg rated bidders after getting a couple of these non-payers. If he doesn't pay up fast, move on.
