I had an auction end first of the month. A newbie with 2FB. I have sent three e-mails, and NPB alert thru ebay. Seller answered #2 & #3 EOA with promise to pay.
The last reply said she would send payment by USPS Priority Mail on the 17th. I realize the PO has a few bugs here and there, but I don't think it would take 11 days to get anywhere in the US. Also she won't answer my e-mails, and has not responded to the NPB alert. I know I still have to wait ten days after the NPB to file FVF.
Question is, when should I issue negative feedback? I have seen many talking about it on here. Do I have to wait for the FVF? I've never had to neg someone before, so I'm not real sure about how to get it done.
I have 37FB, all glowing positives , and mostly from selling, so I'm not really concerned with a retalitory neg. I think my FB speaks for itself. Most buyers would see that as retalitory anyway, I think.
Any advice you guys and gals could give would be most appreciated.

You can leave a neg anytime you want but what's the rush. You might as well wait the ten days just in case you do receive payment.

I have only had to neg two NPBs (so far) and I waited the 10 days, had the FVF credit posted and then did the neg. I kept expecting retaliatory negs but as of yet neither has done that.
