It depends on what your customer has in mind. Perhaps one stone is for them and the other is for their partner or child so they would like them combined.
The stones have different meanings and some combinations create certain special powers for the owners depending on their beliefs.
This site gives meanings behind the stones for each month. Be forewarned as I got an annoying little Martha Stewart pop-up ad here.
I am a jewelry manufacturer in Bangkok. Rubies and Sapphires are very seldom set together. It is probably not so much as they do not go together as they would only appeal to a niche market and wholesalers would not have any interest in gambling with mass distrubution of such a color scheme. So this type of jewelry would need to be custom made.

The first page is a portal page into the site. After your into the site on page one, look at the 4th ring down in the first column. Click on the thumbnail pic and this will take you to a jewelry page. Here is a channel set ring with both Sapphires and Rubies. I have a customer now that is doing this style in both colors but is having the two center rows set with Diamonds. You can have a look at this ring and advise your customer accordingly.
