For some reason my system is freezing up for a few seconds every 10 minutes or so.

If this is Ebay, then, whatever!

However, if it is my new mouse, shouls I reinstall Win 98 and then the mouse again???

I would say it's your new mouse, did you remove your old mouse from the device manager before installing your new one? I would remove all mice, reboot and then reinstall the mouse software. I don't think you will need to reinstall win98.
