The Seagull is a free play in Central Park in New York with an all star cast. People who want free tickets must camp out about 16-21 hours in advance. Am I allowed to auction my service for a winner to sponsor me for the work of waiting for two tickets on their behalf? Meaning I get a winner, then I wait in line and get the tickets. Does anyone have any experience with this situation?

It seems I remember that services can't be auctioned, but I couldn't find any thing on ebay that said yes, no, or maybe.
New York: eBay permits the resale of tickets at no greater than face value plus $5 or 20% per ticket (whichever is greater) for all entertainment events held in the state.
Since the tickets have a face value of $0, maybe the maximum price would be $5.00
Or maybe not, you are wanting to auction off the "service of standing in line..."

It's an intriguing idea, what would you start the bidding at, keeping in mind the value of your time and that you could be making at least $6/hr at any other job.

There is a category of Servicesther. That includes people who will paint your portrait and things like that.
If I waited in line, got free tickets and auctioned them, that would be scalping. If I auction the service of camping out on behalf of the winner, then I'm waiting for their tickets. It's not reselling. This isn't really covered in the guidelines. I sent eBay an email about it.
