Just curious, because I had a couple auctions that were approaching the 30 day mark since the auction ended.
I had sent several WBN payment reminders and then finally filed the NPB about 2 1/2 weeks after the bidder replied to the original WBN that payment was forthcoming. I never had any response to any of the reminders that I had sent out or to the NPB by Ebay. So, on the 10th day after the NPB I filed for my fees, left a generic Non-paying bidder negative and went on my way.
So, what happens later the same dang day? I get this from the bidder:
"I sent out a payment awhile ago. Please, resend your address and I will send another. I truly am sorry for the inconvenience."
ARRGH!!! Now mind you this is over a $1.50 auction.
So, my question is....what lit a fire under this guy's butt? Did he get notification from Ebay that I had filed my FVF request?
I replied like this:
"Unfortunately this auction has been closed almost 30 days. I have already
filed for a refund of my fees with ebay, posted feedback and consider the
transaction closed. I'm sorry you didn't contact me sooner so we could have
resolved this another way."

While I don't know for sure, I think they get some sort of notice because continued refunding of FVF's can lead to their suspension. Or at least that is the way I understood it to be.
Something happened to get him to write to you when all else failed.
To answer your question of did you do the right thing... well, I think you did and I would have handled it precisely the same. I believe if you have tried numerous WBNs and the NPB alert, you've done your job. If they can't respond to that, they aren't serious. Further, even if they DIDN'T get those contacts, they did bid and should know they have an obligation.

When you file, Ebay sends a notice to the bidders, hoping it will wake them up...That often causes them to reply...But the catch is that now you have to give bidder a chance to reply...If still no reply after 10 days, THEN Ebay will finally credit your account..and now you can NEG the bidder(s)
Unless the rules have changed, that is the way it was untill 2000...
