My understanding is that FEDEX will start carrying the Express Mail tomorrow for the first time (Tuesday 8/27). They won't be carrying it all at first, but will be ramping up.
USPS will prepare containers at each major departure hub (e.g. SFO) and FedEx will get those containers to the destination USPS hub (e.g. NYC) overnight via Memphis.
During the day, FEDEX planes will carry USPS Priority Mail and some First Class Mail.
That said, it doesn't answer your basic question -- why so long on the delivery!!

If by "late" you mean the tracking system doesn't show it as delivered...that doesn't mean much (as I've found by experience). we've had express mail NEVER delivered...according to the tracking system. However, if you go to the PO, they do some sort of manual tracking, and you'll usually find out the item was, indeed, delivered at about the right time.
I always check my express mail and hope its delivered an hour late so I can get a refund of my postage. I've "won" a couple of free mailings that way.
