I sent out some payment reminders yesterday. One of them is long overdue and it's time to file for my FVF on it. Since they had emailed me when I sent the first notice and said payment had been sent, I thought I'd let them know I hadn't received it before I filed.
I heard from her last night and from another buyer this morning. Both have the same excuse. They mailed payment, but they guess it takes a while longer from Canada. Canada?? Hello? There is no way I can ship either of these for the shipping rate I quoted in the auction. Do buyers just do this hoping you will ship anyway and eat the rest of the cost?
I know I can't be the only one that has this problem. What do the rest of you do?

Does your auction state "5.00 for shipping/handling", or does it state "5.00 for shipping within the USA"? If it says 5.00 within USA, then the buyers are in the wrong and they should have asked you for a proper shipping rate before sending payment... If it doesn't specify "within USA", they may have assumed that you are like other sellers that have in their auctions "5.00 for shipping within North America", or whatever.

It states that all international bidders must email me with their address for shipping rates. Also, my shipping rates are by Priority Mail.

As for what to do, the only option (other than eating the extra cost) is to send a polite e-mail explaining the problem and let them know the difference in shipping and hope they are reasonable like most people are and will pay the difference.

Then they are definitely in the wrong. If you don't get a good response and get the difference in shipping, I would ship it the slowest route (maybe surface?). Would that come closer to the amount they've paid in shipping?
