I received a request from an interested bidder who wants to bid in my U.S. only auctions. I am not familiar with international shipping and payments. She has an apo address and will pay by U.S. international money order. She is not a PayPal member. I know that I can send the item priority mail to an apo address. Do I need to fill out custom forms and can I do delivery confirmation to an apo address? Also, is the U.S. international money order payable in U.S. dollars and can I cash it without any bank fees?

The only dif in shipping to an APO address is that you will attach the appropriate customs form. (4lb & under is the little green & white one & OVER 4lb is the larger white form)
The postage cost is determined by the zip code as it is a U.S. zip code.
You might not want to send this item Priority. Once it is in the military postal hands, it is handled no differently than parcle post. So, the package won't necessarily get there any quicker for the extra money.

APOs are considered USA addresses, regardless of where the military folks are physically located.
Priority Mail seems to go faster for me, but I think it depends on where it's going. That is, an airbase gets it faster than a guy on a boat somewhere in the middle of the ocean. I'd take the chance and go with priority.

I just sent one out yesterday. I used priority mail and I found out at the PO that you can NOT use DC with an APO address.
I did have to fill out the little custom form. No big deal!
As long as the money order is in US Funds your bank should NOT charge extra. My lets me deposit it like any other money order.

If it's an international postal money order (in US$), you can cash it at any post office.
