OK, I've searched ebay high and low. It's almost like discontinuing AOL. I had an auction end 2 weeks ago, sent the item to the buyer, he didn't like it- returned it, so I refunded his $$. Now I go back to Ebay to get my FVF, but can't find out how to get it without a non-paying bidder. It says right in the box on the NPB form that there are several reasons for a full refund- one says that the buyer returned the item and you refunded the $$, but when I go down that path I end up (almost) reporting him as a deadbeat. He's not a deadbeat. Any suggestions?

That is the only way to do it.
You file the non-paying bidder alert and choose the reason that they returned the item and you issued a refund.
They WILL get a letter from Ebay confirming it, but it will NOT go against them.
Be sure to put $0.00 in the amount received, since you issued a refund.
Here is a sample of the letter they send:
It comes with the subject "No Purchase Confirmation"
Congratulations on your recent winning bid for XXXXXXXXXX, XXXXXXXXXXXXX. Your seller, XXXXXXXXXXXXXX, has contacted eBay. We've been told that you have decided not to purchase this item.
If this is correct, do nothing and enjoy your time on eBay. However, if this is not correct (you have purchased or intended to purchase this item), please tell us by writing to [email protected] and include "Not Correct" in the subject line of your email.
