not to make lite of the current situation but did I hear correct the letter to daschill's office was postmarked 9/18 in trenton nj and delivered today 10/15

Government Offices, except perhaps for enforcement agencies like the FBI to my knowledge, do not have a standard procedure for opening mail. Even if they did, the procedure would vary from agency to agency. Although Agencies are warned about suspicious mail and what to look for..there is no one procedure in place.
With that in mind, procedures within each agency will also vary. Sometimes it is just up to whoever ends up opening the mail for that day. Although incoming mail is customarily date stamped, it might not be opened. It might simply be left in the employee's mail folder. If the employee was on vacation or otherwise out of the office, it is quite plausible that the mail may have just "sat there" for a week or two before it was opened.

My husband works for a large State Government agency. He received a memo today signed by the Director, that on directive of the Governor, staff in his agency will cease opening mail until further notice. That will bring the State grinding to a halt.
