On 9/21/01 I paid $47.55 thru PayPal for an item that I won. This total included shipping and insurance. I received the item about 10 days later and it was broken. I contacted the seller 10/2/01 for the insurance receipt. I e-mailed the seller again on 10/14/01 because I have not yet received the insurance receipt.

I am planning to pull the seller's contact information (by the way their feedback looks good with only one neg) and give them a call, but I don't want any deadlines to pass.

Any ideas of what I should do next?

Was the item insured with the USPS? If so just take it to the nearest PO and begin the claim process or call 1-800- ask - usps and ask them.

for what it's worth the seller is NOT going to give up the insurance receipt.

I've seen threads on auction boards where you go to the post office on your end, they go on their end. Both, you and your seller, will need to go to your post offices.

You CAN start the claim without the receipt.

Who does it first doesn't matter (although I tend to feel the seller should take the lead). SELLER: You have to do 3 things:

(1) Show your insurance receipt
(2) Provide proof of value (usually the auction page will do, but some PO are refusing them now)
(3) Fill in the "senders" portion of the insurance form.

BIDDER: Must do 2 things:

(1) Bring whatever she/he received (box, packing, damaged item if damaged)
(2) Fill in the "receivers" portion of the insurance form.

Whom-ever starts the process first must bring the name and address of the other party so this can be put on the insurance form. That post office will sign off that the person has done their part and will then mail the insurance form to the other party. The other party then finishes the process at their post office.

The seller chooses who receives the insurance money (there's a box on the form).
