The technically correct answer is "it depends".
it depends on what the software license says. A lot of software allows you to do this (as long as you uninstall it and pass along everything to the new buyer), but some, in particular Microsoft, has more restrictions.
Some software came bundled with hardware, and has further restrictions.
Some software is "academic versions", and can only be sold to students (if at all).

Usually, if you walked into say Best Buy and bought the program, you could most likely sell it. I've sold PC games and old Greeting Card Programs that I purchased.
If you bought a Dell or Gateway (for example), and it came with bundled software, you cannot sell the software unless you are selling the system it came with.
Many times the actual CD will have something stamped on it, such as OEM (Original Equipment Manufacturer), or "For Distribution Only With a New PC".

Most software on ebay sells for "pennies on the dollar". Once you are convinced you can sell something, make sure its worth your while.
Programs like The Sims are popular, but many sell for a buck or two. Older/unpopular software has almost no market value.

Yes, I always check to see how much things are going for. For example, The Sims, even opened, is selling for about 20-25 bucks, where my Lemmings game would only bring about 5.00. So, the Lemmings game I'll keep for a rainy day but the 20 bucks will come in handy.
