oh brother,
what is a chargeback..(is it where we are subtracted an amount of money??)
what situation creates or justifys a chargeback??
this is the story:
buyer wins auction
buyer asks questions AFTER she wins auction
buyer sends email saying she is shipping
item back (with no explanation why)
buyer pays with paypal
Is this a situation where she can do a chargeback....if it is ....what are the rules (if any) and regs pertaining to a chargeback

Unfortunately, yes it probably is.
At least you will have the item back.
Paypal will subtract the money fromn your account. At least it isn't billpoint or you would have to pay a $10 fee on top of that.
thanks for the thread...i will read after this; with regards to this person..i looked at her feedback and it is impeccable....but i am tired of taking all this crap from people....after 4 years on ebay where i took every return back, i have decided no more mr nice guy...we have over 2000 feedback and 2 negs....but, starting now, i am going to give people the feedback they deserve.....a neg!!thanks for your help

I decided a long time ago to not accept returns. There are slim exceptions; #1 if I send wrong item. #2 if my description is wrong or unclear.
I have given three refunds, maybe it was four, but in over 3,000 transactions in 2+ yrs both ebay and Amazon I have had only a dozen people request to return. Two I recall I agreed to refund, they never returned nor emailed me again. One returned, book WAS damaged, I either overlooked it or spine was ready to snap and travel did it in, gave total refund. The rest I politely refered to my tos; No returns accepted. (no appology, no explanation, no slippery slope).
I had a buyer once email me she had "returned book as it was just not what I wanted". I replied with my formal "Hi Xxxxx, thank you for writing. I do not accept returns as per my terms of service which you may view via the link below. http:XXX link. When the book arrives I will let you know what the postage is to return it to you." The book never arrived, I imagine she never mailed it.
Those of you who offer to do all kinds of refunds and can afford to be generous and trusting please do not get all over me, this is all that works for me at this time. Before I added "no returns" to my tos I received some returns and refunded without arguing that the books had received additional wear, that I had spent time, effort, and listing fees. I can't do a lending library, I sell 'em. I answer carefully and with detail when a person asks questions BEFORE A BOOK IS MAILED. It takes time to carefully examine a books' many delicate parts before I list it and make a decision on the grading and price.
No returns accepted. (no appology, no explanation, no slippery slope).
