I noticed I have a bidder on a small item that has a -2 feedback with no positives. Has had 2 negs in last seven days. Can I cancel their bid, but still leave the item open for others??

Yes.

There is a link on the item listing that allows you to do this and indicate why. I've done it several times. Be sure to block the bidder from bidding again, or they will just snipe it and then you're left with the bad bidder anyway.

OK, I followed the link and cancelled the bid. But I didn't see anything about barring future bids? Where do I do that?
Thanks for your help.
