Lots of interesting old things here and you may find it if you have the time to do some research. Does it have a company name or anything embossed on it?

I know it is not an apple peeler...I have one of those. An old man once told me it had soemthing to do with a barn, he thought. Or some type of building.

In the thought of a barn tool, I wonder if it once had a pulley on it and used as a cranking instrument for raising and lower bales of hay to the loft of the barn. Who Knows?

Looks like a caliper to me. Does it have what look like tic marks on it. It also looks like it could be a leather punch/tool. Hard to see from the photo.

NO NO NO!!!!
You have it all wrong. I saw one of these at the hospital one day. It was on a tray being pushed into surgery. Just about the time they called for Dr. Howard, Dr. Fine, Dr. Howard. I think they use it to give the infamous antibiotic anacanapanatan.
