I do a little buying and selling on eBay of various items (nothing on a grand scale). I have never had any trouble with sellers until recently. I was able to get PayPal to credit one item from a seller but they have informed me that the other item can't be credited because the seller account is $0. What's the best recourse for me as a buyer to recoup my funds? Refute the visa charge with my bank for non delivery of goods? Will Paypal just take it back out of my account again??

First of all, if you go to the AW PARTNER
SERVICES board (I think its something like that) there is a whole section devoted to Paypal. You may be able to find help there as well.
Now, moving on, Paypal has basically said you are out of luck because of the $0.00 balance.
If you paid the seller with funds in your paypal account, you are probably out of luck.
If you paid with your CREDIT CARD file a chargeback with your Credit Card Company and
don't worry what Paypal says because if the Credit Card company issues the chargeback, you will get your money back.

can we ask why you are doing a chargeback? it may be helpful to know the circumstances and amount involved as to what your alternatives are.

1. Paid via CC thru PayPal. I have refuted the charge with my company.
2. 30 days was not totally up but PayPal sent me an email stating the inquiry was over and while the seller was at fault there was no money in his/her account to refund me mine back. I believe PayPal considers the matter closed at this point.
3. Initiated chargeback because I purchased an item from a seller who had excellent feedback till I sent the money and then in like 2 days had about 40 negative feedbacks at once. They got my money and never sent item. (alleywayvids)
The only problem may be that according to ebay one of the criteria is"
* Both you and the seller are in good standing at eBay (both parties have net feedback rating of zero or above at the end of the listing) and have not been suspended at the time of the transaction. You must also be a member in good standing at the time you file a claim."
What was the seller's feedback rating when the auction ended and you sent the money?
Hopefully, the negatives came after the end of the auction after payment had been sent.
Anyway, even ebay says to go through your Credit Card company first. If they deny your claim, then feel free to go through ebay's fraud insurance program.
