Buyer's does not respond to emails...why? The email address ebay has is undeliverable... Has never contacted me regarding winning auction... Do you neg? Do you call? I rather not call. I don't believe its my responsiblity to call.

Forward your EOA with header to Safeharbor. If they determine your bidder has bad contact info, they will NARU him. If it's a big sale, it would be worth a phone call, if not just let Safeharbor deal with it.
I've had some bidders catch on and email me and complete the sale, so don't rush this. But after the usual 10 days or so, Safeharbor will gladly give the rest the big boot!

No, eBay does not automatically verify email addresses after registration. eBay does not follow up on EOA notifications that bounce due to bad addresses. This has been true since the beginning.

I'm in complete agreement - a neg isn't necessary, just let safeharbor know that the email information is not up to date. They will check it out and suspend the account until it is updated.

have you tried the "send this auction to a friend" option on ebay? sometimes that will go through when regular email won't. I know it has worked for me a couple of times in the past.
if it doesn't work then notify safeharbour about bogus contact information.
