I have a question and dilema for anyone reading. I use PP for buying and selling mostly personal stuff. (Small time user)

I recently bought an item, used PP and never received from seller. PP investigated and said seller was at fault but could not retrieve my money.

My only recourse was to go to my bank and decline the ACH since I didnt receive the item as promised.

PP has now restricted my account until I place the money back in my account. In 7 days they say it will be locked. I had a zero balnce in the PP account at the time.

PP still has my account information to my checking and credit cards.

Can they (PP) withdraw the money in dispute from another account? Should I close all my credit accounts that they have on file?

Need advice here. Thanks for your help in advance

It is my understanding that if you joined after oct 2001 they can go to you Bank Account or Credit Card to get the money.

It is my understanding they may take legal process to collect this money from you which was stated in your user agreement at the time you signed up.

If you have a good bank you can simply put a block on them with the bank so you do not ahve to close your account. Your credit card may be another deal but you always have a charge back you can do there.

Just my opinion.

I dont get it. If you were the one that didnt get the item you paid for..why on earth would paypal lock your account and ask you to place money in your account? You already paid for the item..I dont get it.

I guess because my bank has notified PayPal that they are taking back the money from PayPal due to non shipment of goods and now PP is out the money (unless it can get it from the verified seller). I was the one that initiated the refusal of charges.

THATS AWESOME I LIKE THAT WAY THE BANK CAN GET THE MONEY BACK FROM PAYPAL THEY DESERVE THIS THEY HAVE LET PEOPLE GET RIPPED OFF ONE TO MANY A TIME

They work it the same way as a credit card charge back. They will not loose money. Hahah I know that was funny, they have never made money but since they could not get the money form the account they should of they went back to this account.

Acording to their runes you can not charge them back by credit card or ACH. They are not responsable for the outcome of the transaction. They are only money movers.

Of course you can sign papers with the bank to not accept any transactions from Paypal. I also heard that if they try to pull anything on you that you can have your REAL bank reverse any electronic transactions from Paypal. TOS of service doesn't change banking law or individual state law and it also does not equate with the discharge of any rights which you have under the law. I personally liked Paypal much better when they held each individual responsible for a transaction and once a transaction was complete and a product was delivered that Paypal was no longer involved, just like real money. The internet would benifit from a REAL money standard. Paypal doesn't legally have to handle chargebacks like they do and for the life of me I don't understand why they do. Most of the claims could easily be handled under small claims court. I have to defend Paypal in as much as it should have never been required to play cop in these matters however they do advertise security and insured accounts and without any explicit disclaimers in their advertising even though they may be there several pages deep in the website. This however does not excuse the way they freeze seller accounts with several thousand dollars and claim "fraud" yet the money never is returned to any customer. Most people, including myself want to assist with the combat of internet fraud but when Paypal refuses victimized users anything but vauge explanations and then leaves so called "fraudulent funds" in a user account for months which indicates that they really don't know if the funds were fraudulent or not and is simply holding the funds indefinently or until the user gets pissed and goes to the media or files for arbitration or takes them to small claims court. Paypal should be ashamed of this approach and the alienation of otherwise model customers.
