Isn't there a Mutual Agreement option between seller and buyer if winning bidder doesn't want the item? If so, is seller still obligated to eBay's FVF? I would think so, as I can't imagine eBay giving up FVF without going through the NPB option.

I've never had a winner with change of mind. I realize I could go the NPB route, but don't want to do so in this case, nor do I choose to offer the item to second high bidder. I'd rather relist the item immediately, but want to make certain the first auction is legally finalized w/winning bidder...no loose ends.

I've searched eBay, without luck, for an answer. I really miss the message boards being included in AW site search.

Thanks!

I believe that if you go through the NPB route there are options to check off as why the sale didnt happen. I think that one of the options is Mutual agreement.

Yes, there is the option to list in the NPB that the transaction was not completed by mutual agreement. When someone returns and item, I always do this to get the FVF refunded. (You still have to eat the listing fee though)
