I just looked at the USPS site and you can request Certificate of Mailing (Form 3817)for $.75.
On 1# going air letter post to Canada with the above cert, the total due is under $5.00!
With what I sell, I have to send registered (which lets you insure up to $1000) but cost considerably more than $.75 and then requires special wrapping (paper tape alllll over the box so it can be stamped allll over the box to show it has not been tampered with along the way). With registered you can get a return receipt added for another $1.50. I calculated the same 1# letter post, registered $1000 indemity and return receipt and it came to just under $15.00.
Here is the link to the USPS website International Calculator starting point.

If I understand correctly what I am reading, the Certificate of Mailing (Form 3817) for $.75 is only proof of mailing, right?
Proof of delivery is what I am actually trying to figure out how to do.
Can I do just return receipt or maybe return receipt for merchandise to Canada? Are those Domestic only? Does it have to go registered to add one of these return receipts?

if you insure the item for over 50,the blue slip is trackable within post office.
if you accept paypal, tracking would not protect you as a seller as non usa transactions are not covered under paypal seller protectiion program.
if the item gets lost or damaged, you are covered by the post office.
registered mail is the only way you can get signature if you have merchant account.
