Hi! I just downloaded the PMZone chart that was posted. After I downloaded it, I thought I would enter a zip code in from a previous sale just to see what the difference would be once the new zone rates took effect. Here is what I found:
I previously shipped a 2 lb. 3 oz. package priority mail from my zip code of 43793 to a MD. zip of 21037. The original priority postage cost for this buyer was $5.20 but when I enter this information into the PMZone program, it is showing this zip as a zone 3 area with the charge being only $4.75 for anything up to but not over 3 lbs. So does this mean that some priority package rates will decrease based on this zoning method??? or have I not had enough coffee this morning and goofed up somewhere?

You are right most items going to zones 1,2. or 3 will go down a little. My problem is most of my sales are to California and I live in Florida. Those zone 8 charges have taken a big increase.

yeah, alot of my sales here in Ohio seem to go to California but I just didn't realize that some postage would decrease. Which I could up my sales in the first 3 zones!

But they covered themselves a bit. Notice the insurance rates have increased and that is one feature that I am sure is highly profitable.

Yes, zones close to you will actually decrease on some of the rates. While this is welcome, the problem is that the furthest zones are going up a huge amount. Ebay isn't a local market, but it certainly can affect your sales when you ship a 5 pound package, and your competitor is in the same area as the buyer, and can ship it for $7, and you have to ship it for $12.
