I have been looking forward to the new 1st Class DC on 6/30. My local Post Office employee just told me something interesting.
It is only available for packages, not envelopes. This is because it would compete with their more lucrative Signature Confirmation.
I read the USPS site and found this:

Delivery Confirmation and Signature Confirmation for First–Class Mail Parcels
The Postal Service will add two new special service options for First–Class Mail parcels: Delivery Confirmation™ service and Signature Confirmation™ service. Both services will be available in manual (retail) and electronic options. The fees for Delivery Confirmation service will be $0.55 (retail) and $0.13 (electronic). The fees for Signature Confirmation service will be $1.80 (retail) and $1.30 (electronic).
For the purposes of adding Delivery Confirmation service or Signature Confirmation service, a First–Class Mail parcel is defined as any piece that:
(a) Has an address side with enough surface area to fit the delivery address, return address, postage, markings and endorsements, and special service label; and
(b) Is in a box or, if not in a box, is greater than 3/4–inch thick at its thickest point.
This definition will provide mailers many different packaging options for their First–Class Mail parcels.

I mail 9"x12" envelopes. They are very flat. Hmm, I guess if I tape 4 foam peanuts together and stick them in the envelope it will qualify, but make lots more work for the USPS.

the machine which they use to swipe the dc may not pick up anything too light such as an envelope.
how often does one need to use dc on an envelope?????

Hi, My post office told me that it is good on any 1st class PACKAGE, just not envelopes. a bubble mailer would be a package..... She also told me that we could work it out on my smaller packages and have the label wrap around, The electronic one you print from on line.just so they are able to scan it in.

i ship many items in 4 by 4 by 2 inches die cut boxes usps first class with no DC,and most of my buyers use paypal to pay me.
so far no one ever file complaint or do chargeback,so far no one ever said they did not receive the package.
so i dont understand why the fuss over DC with light envelopes,what are you guys shipping?? hope diamond in light envelope??

I like DC for items $10+ for the peace of mind it brings when you get the annoying-to-dreaded "where's my item" emails. Many sellers seem to use $3.95 Priority Mail for very light items just because they can use the DC option.

Do you mean Bubble Envelopes? I figured as such but I am hoping not. I can mail quite a bit of my items in a small box but the ties will not fit. No where in their new little book does it says packages only but I am going to the PO tomorrow and I will ask.

Good luck. I swear you can go to 5 different post offices and ask the same exact question and get 5 totally different answers. They are like little kingdoms with their own interperation of the rules.
