While there *might* be a market for it (heck - there's a market for just about anything!), it's not a service I would likely use and certainly wouldn't pay for.
Many of my best and frequent bidders have had low or no fb when they first bid on my auctions. There's few things sweeter than 2 newbies engaged in a desperate bidding war for something of mine they both *must have*
Negative total fb might be a possibility, but like a lot of Sellers, I don't automatically discount a -1FB. I investigate, email and ask if it doesn't appear cut & dried and then act on a case by case basis.
Remember also, appearances can sometimes be deceptive. When I joined eBay almost 4yrs ago, I registered 2 IDs - one for me and one for my DH. We then decided to use just the one account and the other lay dormant until just a month ago when DH finally realised we could cover more ground if he actually listed too (OK - he finally caved after my nagging ). Moral to the story - he might have looked like a zero fb bidder/seller, but our main ID has almost 900fb. Should he be blocked from bidding?
Everyone starts out on an equal footing - 0 feedback. To discount a bidder because of their apparent lack of trading experience sometimes does them a disservice.

I have basically had very good experience with newbies - I'll admit a few have become dead beats, but by and large they are easy to work with.
I do use the manual block system, if I have been through a difficult trade with a customer, I'd just prefer not to be bothered with them again and I block them.
Time is money, and most of the time, I'd prefer not to sell something to someone who is a constant pain in the derrière......particularly the buyer who thinks they are your only customer, and write endless e-mails. YUCK - I block such buyers from bidding on my auctions in the future.

I BLOCK THEM AS SOON AS I READ THEY WANT ME TO WRITE THE ENTIRE AUCTION OVER FOR THEM PRSONALLY. OR ASK A QUESTION THAT IS RIGHT IN THE AUCTION. OR SOUND REALLY STUPID. AND I KNOW WHAT YOU MEAN ABOUT THE ONES WHO THINK THEY ARE THE ONLY PERSON YOU HAVE EVER SOLD ANYTING TO. HEY, WHERE IS MY ITEM? I SENT PAYMENT. AAAAAAAAAAAAAAA!!!!!!!!!!!!

Yahoo Auctions has the feature for free and the -1 feedback rating block is a true godsend there and I wish eBay would use it. They allow sellers to also block zero to +5 bidders but I would do away with that part.
