I recently decided to stop accepting paypal for sales, but keep my account to pay for goods bought.
Here are my TOS right out of my auction.
MONEY ORDERS ONLY!! USA SALES/SHIPPING ONLY. I generally ship within 3 working days after receiving payment. All deadbeat bidders get negative feedback and reported to ebay. Personal checks will be returned and the item will be relisted. NO PAYPAL. DON'T BID IF YOU CAN'T OR WONT USE A MONEY ORDER. NO PERSONAL OR BUSINESS CHECKS.
Well, you guessed it. Some idiot sent me payment. I refunded it, but paypal took out a fee. I told the buyer I am refusing his payment and if he can't/won't send a MO, then I will file for fees and re-list the item.
Seems like when I first started on paypal, you used to be able to refuse payment. Sometimes they even asked if you wanted to accept payment. Now they just assume that you want it and you are looked on as a non-conformist if you don't take the 'universal payment method'.
I've been all over paypal's help screens and tried to email them but you know the runaround you get from them.....
So how do I do it?

It was Yahoo's PayDirect that made and still makes the user either accept or refuse every payment.
I did not know that PayPal took out a fee to refund a payment. If someone accidently sent you $100 instead of the proper $10 you have to pay for their mistake?

Just ask seller to cancel the payment order ,seller can do that easily No Problem..at all

eyegun Some idiot sent me payment. I refunded it, but paypal took out a fee.
If you use the refund link at the bottom of the transaction page there is no fee to refund a payment as long as you refund before the link expires (30 days.)
To keep anyone from sending you a PayPal payment to your account remove your eBay email address from your PayPal account.

I don't know what you sell, but after reading your TOS, you would never have to worry about payment from me. I wouldn't ever bid on you auctions.

I second Sanmar, I look at those (money orders only) and move right along, I won't do that anymore. Money Orders are the worst way for a bidder to pay, if they get lost, the bidder has to pay for the company to do a trace. Plus they can be forged, they really aren't solidly secure...

I completely agree with Sanmar and ahc3. If a seller won't take PayPal, I get a cashier's check. My bank doesn't charge for them. I once had a seller like eyegun send it back to me all huffy about MO only. Now I see that and I move on.

I certainly would bid on eyegun's auctions if s/he had something I wanted.
I send out money orders all the time to pay for auctions. Of the payment options offered by sellers, that's usually the only one I feel comfortable using.

Hey eyegun: Do you have any Avery/CoStar labels? Tyvek envelopes? 3.5 inch square jewelry boxes? These are all things I buy in quantity on eBay.
And I could use some 5 x 10 flat poly bags, too, a couple thousand.

It's been over 2 years since I've sent a money order to a seller. I feel comfortable sitting at my computer keyboard paying, or at the least writing out a personal check.
I would think that selling Avery/CoStar labels or Tyvek envelopes by money order only would either drive the price way down or drive the customers away to other sellers.

seems like any "idot" would know how to issue a refund without the fees. Maybe not. They probably just scanned and saw paypal and made a simple mistake this doesn't make them an idiot. Sometime you people just live to find something to complain. what a hoot

Why not just downgrade your paypal acount to a personal acount? That way credit card payments won't go through and if it isn't a credit card payment then there is no fee anyway.

The above is the profile screen from the PayPal web site. I would say if you checked the option to "Block Payments from users who: Initiate payments from the Send Money tab"
that would take care of it. I believe this limits a payment from a paynow link which you would not have.
I could be wrong but I tried to answer your question.
On te refund part. If you click in the status column of the payment you will get the details of the transaction. At the bottom you will find:
Refund Information: If you need to refund this payment to the sender for any reason, click Refund Payment. The ‘Refund Payment’ option is only available for 30 days after the payment was sent.
There will be a clickable refund there and this will not cause you any fees.

Shame I don't have any of those options that lanefamily posted (are those only in business accounts?). Think I'm going to have to kill the Paypal account yet again as there too many bidders that can't grasp the concept of "NO CREDIT CARDS" (even with it clearly posted) Given that it's close to a 70% hit on a 1.00 item when it comes to Ebay and Paypal fees...no way jose
