I had a bidder win 2 $2 cards on 9/19. He did not respond until 9/25 after a reminder email and said payment would be send 9/26. I initiated a NPB complaint on 10/6. I escalated it on 10/17. Two days later his payment shows up and was mailed 10/13. His Ebay history shows slow payments in past.
The strange thing is I have dealt with him before. He purchased a $30 item from me on Yahoo! and sent me a payment 11 days later. He then purchased another $30 item and never paid me. I filed a NPB complaint with Yahoo! and escalated it but I never heard from him again.
Now he wants me to removed the NPB complaint on Ebay. Would you?

I agree with BananaSpider...but would go one step farther & add them to my blocked bidder list. You don't need the hassel

I would send back the payment and put him on blocked bidders list...I would not remove the NPB...that is why he keeps doing this to sellers...they are not following through.

I strongly agree with rarriffle's response here. This is not a large $$ item, and you'd be doing other sellers a huge favor by calling it like it is.

If you have a TOS like the most of us have and if he is not within your TOS refuse payment, follow though and block him from your auctions. I know that in some areas sales are down and sellers are putting up with this type of treatment from Bad bidders just to stay afloat or for that all mighty dollar.

You must be kidding. Return his payment? What are you doing in the auction business? The idea here is to make as much money as possible! By all means, keep the money and send this guy his items.
One question I have for stormypetr is, did you file for FVF or just file NPB? If it was just the NPB, you will need to do nothing. Although, in this case, even if you filed for FVF, I would leave it until this person get's there item and had left you a positive feedback. Then if you feel OK about it, reverse the FVF. Personally, I wouldn't because of the hoops you have to go through to file all of the steps. I like to keep all FVF's filed so bidders will have to think twice before they bid and then decide to not pay up. But that is a decision you need to make for yourself. Remember, reversing the FVF means you will be charged for the auction.
