I just paid for something with my Paypal account and see they now offer a money back gaurantee if you are not happy with your purchase! The cost depends on the cost of the purchase. On $17.00 it was $1.08. It covers non-delivery(which is what buyers protection used to cover before, but it was free)and now it covers if it was not as described or defective. It does not cover mail breakage.
I can see this as another way for buyers to NOT contact sellers with problems. They will go to Paypal and start a HUGE thing there! Figures once ebaY took it iver they would figure out ANOTHER way to make money...

paypal would not know if buyer files claim because of breakage or item not as described.
seller would more than happy to say to the buyer,i will give you a discount if you buy this protection from paypal and leave me alone.

Paypal does know if a buyer files a claim for breakage...The buyer contacts Paypal and tells them. As a seller, I would rather deal with my customers, not send them to Paypal to take care of it. Paypal will file against your account for a full refund. I can work it out one on one with a cutoner and maybe not have to give a complete refund.

If a buyer invokes Paypal's Money Back Guarantee for something other than non-delivery and meets the requirements, the seller will NOT be charged.
If you'll read the information provided about the service under "Policy Updates" you'll find this:
"As under the current PayPal User Agreement, sellers will continue to be responsible for resolving buyer claims of non-receipt. However, sellers will not be held liable for other buyer claims made under PayPal's Money Back Guarantee program."

When a buyer collects the insurance from paypal, what happens to the gadget? I sell some pretty big$ coins. Looks like a mess to me. Another thought- Can ebay still be just a venue, while getting involved in stuff like this?
