Naru'd buyer because of non-payment record wants reinstatement. Got e-mail from him with link but e-bay gave him my e-mail address for the powerseller he did not pay who does not even have an ID close to mine and who is not now a registered user. Is it worth contacting e-Bay to correct this and what link should I click on if I do? Also does e-Bay frequently give incorrect e-mail addresses?

IHO it isn't worth the trouble. You have nothing to gain or lose on this one.
