If I pay for an item with a money order through bidpay, and I do not receive the item or the item is not as described, is there any recourse through Bidpay?( after MO has been received and cashed and assuming the seller will not give a refund)

Can I contact my credit card company to do a chargeback? If so, how does Bidpay get the money back from the seller?

You cannot do a chargeback through Bidpay. All they did was sell you a money order and send it to the address you specified. They are not acting as a merchant account in the sense Paypal is. Your cc company will not do a chargeback unless the money order gets lost in the mail, or Bidpay fails to issue one. When that happens, though, it isn't necessary to do a chargeback as Bidpay will replace a lost money order. They can verify the status of an awol M.O. very quickly as they are an agent of Western Union.
