I was at first thinking it was a hoax, but since you are having trouble it must be legite.

I'll give odds that's not really from PayPal. Can your email client read the URL of that "click here"? I'd be curious what URL they are directing you to.
To what parties do we disclose personal information?
What are your privacy choices?
All of the questions are headers for much more info sent in the e-mail.
There are also some links sent in the e-mail
The main one that they want to click to being a register member is:
http://update-info.port5.com/.../www.paypal.com/login/webscr_track/login-run/gen_login_login_submit/THERE WAS A SECURE NUMBER HERE I REMOVED/secure_login/service_login/partnerhttplogin_paypal/
Some of the other links included in the e-mail are as follows.
https://www.paypal.com/PROFILE.
https://www.paypal.com/PREFS-NOTI.
https://www.paypal.com/privacy.
I HAVE NOT CLICKED THE LINK AS OF YET BECAUSE I WAS THINKING THE SAME THING AS THE REST OF YOU. COULD BE A FRAUD SCAM. I am going to try and log in normally now. I will let you know what happens in a bit.

Well, I logged in normally without any trouble. The link thing could be a hoax. I wouldn't mind forwarding it to you Damon. I will go in the paypal board and find your e-mail. Otherwise you can post it here as well and I will forward it.
Thanks,
SC

Forward the email to [email protected]. Remember to include all of the headers in the email when you forward it if possible, that's a big help in tracking down the source.
One very simple step will make it very easy to protect your PayPal account from these scams.
Before you type in your password always look at the address in your browser window. After you've checked that it begins with https://www.paypal you can type in your password. Make that a habit when ever you log on any site where security is important.
Never ever trust the from address in the email. I can send you an email that would appear to come from [email protected] if I want, forging a from email address is child's play.
Never ever trust a click on link. Here's two links, one will take you to PayPal and the other won't. Can you tell which is the bogus link by just looking?
