Wonder if hair comes under body parts which ebay will not allow.

Ok I just looked and there are a couple other auctions for dreadlocks too. The one auction said the guy will shave his dreadlocks off after the check clears.

I haven't checked the rules,but hair may be an exception, as there is a lot of antique mourning jewelry made with/of hair.
I just bought something with human hair included and was going to see if I could sell it as is.

Human hair absolutely should be excluded since it is used quite often for extensions. There is a bit of a controversy concerning this and Locks of Love. Human hair for extension brings in big bucks and Locks of Love states is their small print that they do sell hair that deem unsuitable for wigs. Considering the number of wigs they say they have made as opposed to the amount of hair that is donated to them, I'd say there's a lot more sold than donated.
Two of my design clients are black hair salons and I've learned more than I thought possible about extensions, weaves, etc but I have to admit I have never heard of anyone using pre-dreaded hair.

this auction never went thru ,it is a put up, a fake,a faux between some friends,look at the high bidder w/his 9 feedback,he never paid more than 7.50 for an item ,NOW HE SPENDS 7500.OO NO WAY

agmay, I agree with you and thought the same thing last night. It was good fun for the rest of us, I guess, but who do they think they are kidding? Will the seller still have to pay the final value fees?
