I am so disgusted. I've offered a buyer in Italy 4 different ways to pay for his item, and he says he can't do it any of those ways, and if I won't accept his Visa credit card (which I do not do, personally, only through PayPal etc.), he "will have to back out of this sale." I've sent him a note saying I give up and warning this newbie (who has only 1 feedback so far, a positive from Germany) that he's playing with Ebay fire. After messing with this for about 45 minutes (and it's very late!), I e-mailed and told him I give up and will start the NPB process and offer the item to the second-highest bidder.
I also suggested that he get his act together, or his Ebay experience is going to be a dismal one.
Can I make a second chance offer BEFORE Ebay allows me to start the NPB process (you know, start with contact the bidder, yada yada yada, or do I have to wait through this whole danged process?
AND, may I leave a negative now or do I have to wait?

I'm bumping this up because I forgot to check that I want e-mail notification for any answers I get here. It IS late, isn't it?!!!

You can send a second chance notice now and leave a neg now if you wish. You can send second chance notices out immediately after the auction ends which is something I frequently do if I have doubles of something that got a good price.

Capotasto: I offered PayPal, BidPay, International Money Order, or cold hard US cash. He claimed PayPal Visa payments "aren't working in Europe." I suggested the money order three times and he never even reacted. This morning he says he's going to send cash via registered mail and "you aren't very patient with beginners." It never occurred to me that the credit card might be stolen! Besides the above methods, what are two more payment methods?
I've only had one international problem buyer in all this time. He's a newbie (1 feedback), and I wish AGAIN that Ebay would make all newbies pass a short test or something before they are allowed to bid.
This appears to be worked out, now, but an hour spent informing and cajoling this guy late last night, trying to be super-helpful, really set me off. I don't have that kind of time this week.

Glad you worked it out, sounds like to me he just wanted to pay you directly with his visa card. Cash works, I get that all the time from international bidders. I've even accepted Euros, as I do purchase from European bidders, and I don't mind sending small amounts of cash through the mail to pay.

I think BidPay is the way to go with your situation. Unless of course the card is stolen. Then they would find out. I have received cash from Spain and the Netherlands with no problems. They sent it global priority and received it in record time. The older buyers seem okay with sending cash. The Spain transaction was $90.00 and the Netherlands was $45.00.
